Perched atop the glitzy Att 4 Fun entertainment complex, Frank balances the relaxing feel of an upscale lounge with the frenetic energy of a club. This is largely thanks to two things: a balcony that provides stunning views of Taipei 101 and the city, and the crowd – largely composed of the city’s glitterati, who mingle and gossip amid velvet banquettes and neon lights.
